Are conservatives wise to the new economy?
That more and more 'hiring' is done via third parties such as staffing agencies or contractors? Or more commonly; businesses to contractors to staffing agencies to sub contractors(employees). Businesses don't really 'hire' anymore, they just affiliate. When they want more help they just farm it out and be obligation free when they want to terminate.
With that in mind, are conservatives even aware that their 'uncertainty making employers timid about hiring' is a canard as the new economy eliminates that dilemma whether or not the times are good.
Actually business owners would prefer to have have administrative and low or unskilled employees either on staff or convert to regular staff. There is no net savings using a staffing service in this way. Usually it is cheaper to have these types of employees as regular employees.
However, those savings evaporate when you have to lay people off. In my state, when layoff's are made, the laid off employees unemployment is paid from the money the employer has paid into unemployment. If the fund is not large enough, the employer's percentage that they have to pay increases. Our's increased over 100% this year (2.4% for 09, 5% for 10). It makes no sense to hire someone for these types of jobs as full time staff if you may have to lay them off in a year or less because of these charges.
As to skilled labor or professional staff, there is no logical way to have these types of duties carried out over a long period of time from a staffing agency. When you are paying for special talents, you have to pay the price.
To sum up, you have to hire skilled and professional staff if you need them continually. It is better to hire administrative and low or unskilled employees if you are sure you will need them over a long period of time. If you aren't sure, it is better to use a staffing agency.
